Rules
of The Jadavpur University Library
Hours of opening
1. The hours of opening of the Library shall ordinarily be as follows
:
a) Reading Rooms
i) 10-20 A.M. to 8 P.M. daily, excepting Saturdays and University
holidays.
b) Circulation Section
I) 10:35 A.M. to 5:15 P.M. daily except Saturdays and University
holidays.
c) administration & Technical Sections
i) 10:20 A.M. to 5:15 P.M. daily, excepting Saturdays and University
holidays.
ii) 10:20 A.M. to 4:30 P.M. on Saturdays.
( Note : Under urgent, abnormal and unforeseen circumstances, the
Library or any of the sections may be opened later or closed earlier
than the scheduled hours, by the Chief Librarian).
Loan of Library Books and other materials
GENERAL RULES
Manuscripts, Reference Books, rare and valuable books, costly Art
Books with plates and those kept in the Reading Room and Reference
Section, as well as the current numbers of periodicals shall not
ordinarily be issued.
On the recommendation of a head of a department, however, any
such item excepting manuscripts and Rare and valuable books, may
be issued to a departmental library for a specified short period,
not exceeding three days. The bound volume of periodicals may be
similarly issued. The departmental library shall not issue the same
to any member for home use.
Staff
i) Unless otherwise specified, every member of the library is
entitled to use of the Reading Rooms and the Reference Section;
as well as to borrow books from the Library.
ii) Such a member will not be entitled to keep with him, on loan,
more than such volumes at any time as announced from time to time.
Each book will have to be returned within a such period specified
at the time of the date of issue. He will not be entitled to take
on loan any books prescribed as text.
iii) Every member of the teaching staff is entitled on registration
to use the Reading Rooms and the Reference Section, as well as to
borrow 15 books (of which not exceeding 5 from DL) from the Library.
Professor Emeritus may also borrow 5 books at a time.
iv) The borrowers of Salt Lake Campus may borrow total(both from
CL and DL) number of books designated for each category from the
Salt Lake Campus Library.
v) A book on loan may be recalled at any time.
vi) Books not yet processed, will not be lent out.
vi) To ensure a due compliance with the above rules, the Chief
Librarian will seek the co-operation of the heads of departments
in securing the return of overdue books from members of their respective
departments.
vii) A member of the University staff other than the teaching staff
is
entitled to keep with him, on loan, three volumes at a time from
the Central Library. The non- teaching staff members of the Salt
Lake campus may transfer his membership card and may avail same
facility.
vii) (a) Research Fellows/ Research Assistants/ Research Associates
without any stipend and teachers of other institutions engaged in
research work in the University with the permission of the authorities,
are entitled on registration, to use of the Reading Rooms and Reference
Section of the Library.
(b) They may also take books on loan to the maximum limit of five
volumes
at a time, ( of which not more than 3 vols from the DL) for a period
of a month only, by making a deposit of Rs.500 /- only, which is
refundable, with a written recommendation from the teacher/Research
guide under whom he is working.

of Printing Technology
viii) (a) The teaching staff of the Jadavpur Polytechnic and of
the School of Printing Technology , may on registration, make use
of the Library Reading Rooms ;and Reference Section.
(b) Only on the recommendation of the Principal of the respective
institution, who shall stand as guarantee, such people may be allowed
facilities for borrowing books, not more than two at a time, for
a period of a fortnight only.
University Student
ix) Any Undergraduate student of the University including a casual
student on
registration will be given one reference card entitling him to use
reading rooms. On depositing Rs.50/- only he will be given 4 Loan
Cards, which will entitle him to borrow two books from the Departmental
Library and two from the Central Library.
x) Any Postgraduate student of the University including a casual
student on
registration will be given one reference card entitling him to use
reading rooms. On depositing Rs.50/- only he will be given 5 Loan
Cards, which will entitle him to borrow two books from the Departmental
Library and three from the Central Library.
xi) The deposit is refundable to a member at any time, on his obtaining
a
certificate from the Library that, he has no books with him and
that he has returned the membership cards.
xi) For the loss or non-return of any membership card a student
will be charged @ Rs 10.00per card.
xii) Membership cards which are not transferable, will be issued
on application to the Chief Librarian along with appropriate documents
such as appointment letter, fee books as the case may be.
xiii) Only books fully processed and shown in the card Indexes
may be issued for home use. Rare and valuable books, art books with
plates and Reference books are excluded from this category.
xv) The Loan Card is to be surrendered at the Circulation Counter
whenever a book is taken. It will be returned to the student on
his returning the book.
xvi) Each book issued to a member must be returned within the period
specified
at the time of issue. The normal retention period of books to be
issued from the Central Library and the Departmental libraries shall
be as follows:
a) 15 days in case of students
b) One month in the case of Research Fellows/Associates and a non-teaching
staff
c) One month for teachers and for all other categories of users.
xvii) A book having no demand may be re-issued to a borrower for
subsequent terms, each term to be of duration equal to the normal
retention period of loan mentained above. If there be any demand
for the book, the borrower shall return the book on notice from
the CL/DL.
xviii) Borrowers retaining books beyond the specified period shall
be required, unless wholly or partially exempted by the Chief Librarian,
to pay a late fee at the rate of 30 paise per volume, per day, for
the period of 30 days. If any book be retained by the user beyond
an overdue period of one month, an overdue charge @ 50 paise per
book per day of such period shall be levied.
xix) Members held responsible for the loss, damage, defacement
or mutilation of books shall be liable to compensate the Library
in such a way as may be determined by the Chief Librarian or the
Library Committee.
xx) At the time of borrowing a book, every member is expected
to examine it carefully and immediately bring to the notice of the
Officer -in - charge of the Circulation Section, any mutilation,
defacement or damage, found in the book; otherwise, the person to
whom the book was last issued will be held responsible for any damage,
defacement or mutilation, detected at the time of return.
xxi) Members should consult the Card Catalogue (Author, Title
or Subject Indexes) kept in the Circulation Section, for finding
out the call-numbers of the books required by them, fill in the
Requisition Slips and place the same every day, in the special wooden
box provided for the purpose. Incomplete requisition slips cannot
ordinarily be attended to.
xxii) Books will be issued ordinarily from 1:30 P.M. to 4 P.M.
for the requisitions received by 12 Noon on that day. For the requisitions
received after 12 Noon, books will be issued between 10:30 A.M.
and 12 Noon on the next day.
xxiii) A student may register a demand for any book which is out
on loan and such book will be issued to him according to the priority
of registration of demand.
xxiv) No student will be allowed access into the Stack Room without
the permission of the Chief Librarian.
xxv) A student may submit more than one requisition at a time,
to enable him to borrow any book of his choice.
xxvi) Students of the part-time Degree Course (Evening) shall
have equivalent facilities for the use of the Library under conditions
mentioned above.
Ex-Students & Alumni
xxvii) (I) Any ex-student or member of the Alumni Association
applying for facilities of borrowing books from the University Library,
may be given special permission at the discretion of Chief Librarian
upon depositing an amount equivalent to the value of the book, not
more tha 2 books can be lent to them at a time, period of loan being
a fortnight.
ii) They may, however, use the Reading Rooms and Reference Section
of the Library, on being permitted by the Chief Librarian to do
so.
Students of the Jadavpur Polytechnic
xxviii) On the recommendation of trhe Principal, a student of
the Jadavpur Polytechnic may enroll himself as a member of the University
Library, under the same rules and conditions covering membership
of the University Students.
xxix) He will not, however, be entitled to borrow more than one
Book at a time.
Members of the University & Book Donors
xxx) A member of the University or a Book Doner may borrow four
books at a time, for the period of a fortnight only.
Use of the Reading Room
I) Members of the Staff shall use the Faculty Reading Room at
a top floor.
ii) Students shall use the ground floor Reading Room where a large
number of text-books, parallel studies and reference books have
ben kept on open shelves for their use.
iii) A student must show his Reference Card, if demanded , at the
time of entering the Reading Room.
iv) A student may take from the reading room collection two books
at a time, after surrendering his Reference Card tothe officer-in-charge
of the Reading Room. No requisition is necessary for the purpose.
Before he leaves, he must return the books at the Reading
v) While studying in the Reading Room a student may also requisition
any book from the Stack Room necessary for his study. Such requisition
should be submitted to the Officer-in-Charge of the Reading Room,
who will arrange for the supply of such book.
vi) Books kept in the Reading Room cannot be issued for home use.
In special cases, however, Chief Librarian may allow over-nignt
issue of any such book, on condition that it must be returned next
morning or next working day at 10:15 A..M.
Such issue will be made against his Loan Card only, not allowing
the borrower to exced the limit of two books at a time for home
use.
vii) Any student misusing this facility of over-night issue will
be fined @ 50 nP per day and will be refused such facilities in
future.
viii) The reader will be held responsible for any damage, loss,
defacement or mutilation of any book, while it is in his possession
.
ix) When there is any increase in demand for a paraticular book
or books in the reading room collection, the Officer-in-Charge of
the Reading Room shall regulate the use of such book/books in such
a manner that, it is not monopolized by any reader.
x) Books kept in Reading Room collection shall not ordinarily
be issued to the staff. Only, in case of emergency, the Chief Librarian
may allow a short-term loan, without prejudicing the interest of
the students.
xi) A student not in possession of his Reference Card temporarily,
may, obtain permission from the Chief Librarian to use the Reading
Room.
xii) (a) Only the books available in the Reading Room collections
and those requisitioned by the reader from the Stack Room can be
consulted in the Reading Rooms.
(b) Personal books, belonging to other libraries, and books of
University Library already borrowed against the Loan Card as well
as Flat Files or Cover Files shall not be taken inside the Reading
Rooms.
xiii) For reading anything mentioned in category xii b) , the
students shall use the seats to be specified by Chief Librarian.
xiv) Readers are not allowed to take any inside the Reading Rooms,
excepting their writting papers, note books or exercise books.
xv) Current issues of periodicals displayed in the Periodicals
Reading Room (1st floor) , as well as the unbound issues, must be
consulted in this reading room. These are never intended for home
issue.
xvi) Bound volumes of Periodicals will, however, be treated as
books for the purpose of consultation in the Reading Room meant
for books only.
xvii) Only members of the Library, duly registered, shall have
access into the Reading Rooms. No outsiders should be taken inside
without the knowledge of the Chief Librarian or the Officer-in-Charge
of the Reading Rooms.
Reference Section
I) The Reference Section in the top-floor Faculty Reading Room
shall have on open shelves all types of conventional reference tools,
as well as, standard subject references and classics. They are exclusively
meant for consultation in the Reference Section only and must not
be removed to anyother place without the permission of the Chief
Librarian.
ii) Any student in need of consulting any book kept in the Reference
Section shall obtain the permision of the Chief Librarian or the
Officer-in-Charge of the Reference Section, for the purpose. His
Reference Card entitles him to the use of the Reference Section
in addition to the facilities provided in the Reading Rooms.
iii) As in the case of Reading Rooms, readers of all categories
using the Reference Section, are not allowed to take anything inside,
excepting their writing papers, note books or excercise books.
iv) Books consulted, must always be left on the table and should
not be rrestored by the reader. The attendants in the Reference
Section will do that job.
v) For access to books kept in locked almirahs in the Reference
Section the Officer-in-Charge should be approched.
Research Rooms & Study Carrels
I) University Research Fellows and Research Scholars enjoying
research stipends or scholarships, University teachers and teachers
from outside institutions engaged in research work in this University
with the approval of the authorities, may use the Research Rooms
and Study Carrels.
ii) There will be twenty four research seats, two each in the
eight research rooms and one in each of the study carrels, for allotment
to research workers.
iii) The seats will be allotted to persons applying for the same,
by the Library Committee, on recommendation of the Chief Librarian,
strictly in order of priority of application and according to the
rules framed for the purpose by the Library Committee.
iv) Library books and other reading materials necessary for research
work, shall be issued for use within the Library precinets only,
in the name of the person using them, who would be solely responsible
for their safe custody.
v) If urgently required, the Chief Librarian may recall any book
so issued.
vi) The occupant of a research seat shall forfiet his reservation,
if he does not utilise the facilities regularly, or if he is found
to be absent for more than 30 days without any intimation to the
Chief Librarian.
Departmental Cubicles
Departmental Cubicles in the Faculty Reading Room (Top Floor)
are meant exclusively for the use of the teaching staff. Books and
journals kept in such cubicles are meant for reference and consultation
and not for home use.
General
I) While in the Library , all persons shall observe basic and
elementary principles of library ethics, obey the rules and proceduresof
the library and submit to discipline enforced by the Chief Librarian.
ii) Talking, sleeping, smoking or loitering in the Library is
not allowed.
iii) While entering the Library, all peresonal effects, such as
attache cases, portfolios, satchels, umbrellas, flat files or file
covers etc., books not belonging to the University Library; books
borrowed from the University Library nut not meant to be returned
to the Library shall be deposited at the Check Counter and a numbered
token obtained from the attendant at the Counter.
iv) Facilities provided for depositing personal belongings at
the Check Counter can be enjoyed only for the period the depositor
is actually present in the Library.
v) Articles deposited must in all cases be taken back when the
depositor leaves the library or at the most before the library is
closed for the day.
vi) Although all possible care will be taken for the safe custody
of the articles deposited, the administration does not accept any
responsibility for any damage or loss of the same. It is advisable
not to bring valuable things to the library and deposit them with
the attendant at the Check Counter.
vii) Persons given tokens in lieu of an article or articles deposited
shall be held responsible for loss or damage of any token while
in their possession. A fine of Re. 1/- will be charged for loss
or damage of a token.
viii) Loss of token should be immediately brought to the notice
of the Chief Librarian so that, necessary steps may be taken to
stop the delivery of article or articles deposited against the token
to a person presenting the lost token. Delay of failure to do this
may result in delivering the article or articles to a wrong person,
on presentation of the lost token.
The administration does not take any responsibility in the later
case.
ix) Readers of all categories must register their present address
at the office of the Library and notify the office of any change,
in writing.
x) Library Cards, both Loan and Reference, are not transferable.
xi) In case of loss of a Library Card a duplicate one may be issued,
for which a fee of Re. 1/- only will be charged.
xii) If at the time of withdrawal of deposit a member fails to
return the Library Cards, a fine of Re.1/- only pere card will be
deducted from his deposit.
xiii) If a depositer does not claim refund of his library deposit
money even after three years of cessation of his studentship the
deposit will lapse automatically.
xiv) Books of the University Library may be issued to other recognized
libraries, on inter-library loan system, on a reciprocal basis only.
xv) The Library Rules framed above, may be altered or amended
or new rules may be added to the existing ones by the Library Committee,
which shall be effective and binding on all concerned.
