The fundamental and applied research
projects unless made usable and viable to the industry would not
make much sense. To collaborate the growing needs of an ever-expanding
industrial circuit and researches conducted in the contours of the
laboratory, Industry-Institute Partnership Cell was set up. The
Cell bridges the gap between academic research and industry requirements,
it streamlines both of them for successful cohabitation and symbiosis.
Jadavpur University is one of the foremost Indian Universities that
has tried to accomplish this. Established in January 1996 IIPC presently
is functioning extremely well and its need is expanding fast.
Patent Promotion and Archival
Cell (PPAC)
The awareness about the protection of rights
among the academic and research community except for few higher
grade institutions and national organizations is not very encouraging.
The need for patent promotion and archival cells (PPAC) in academic,
research and technical institutions has therefore been felt highly
essential and urgent. The All India Council for Technical Education
(AICTE) with statutory responsibilities of coordinated and integrated
development of technical education has already taken steps for creation
and support of such Cells for global and technological requirements.
In the view of this the Patent Promotion and Archival Cells has
been constituted to attain the objectives as follows :
(i) Development of adequate human resources as intellectual property
personnel e.g. patent lawyer or patent attorney or legal patent
professionals as well as the creation of facilities in respect of
networking and search of patents for their rights.
(ii) Timely and proper filing of patent applications of innovation,
research and technology output.
(iii) Maintenance and timely restructuring of the proposed patent
promotion and archival cell for affairs relating to technology transfer,
management, patent formulation, awareness and related aspects
of rights and so as to encourage industrial activity/growth further
etc.
(iv) Identification of important areas requiring attention in respect
of legislation for the grant of legal right for intellectual patents.
The huge technical expertise and available knowledge of the institutions
may be exploited.
(v) Development of creative programmes and courses linked with industry-institution
for joint promotional activity and awareness for the cell.
(vi) Enhancement of linkage of the PPAC with Industry Institute
Partnership Cells (IIPC) or Mobility of Industrial Personnel (MIP)
already available and established in the universities/institutions.
(vii) Motivating the institutions/departments to bring IIPC and
PPAC together to work jointly to prepare, and maintain an updated
database on the research and technology output for use of future
generations and for exploitation of the infrastructure for the researcher
even after retirement of the researchers and finally to project
its right by filing of patents.
(viii) (a) To find out human resources for patent cell or filing
of patent as future attorney or patent professional from within
institutions/university departments of commerce, industrial management,
law and english, literature along with science, engineering and
technology.
(b) Regular arrangement of comprehensive and orientation training
of such professionals to keep abreast of knowledge in the aforesaid
activities to cover the patent laws, their promotion or protection,
transfer of technology, application of the innovations and timely
liaison with the related organizations including the industries.
(ix) To active researcher to take up such findings which have either
not been completed fully or documented due to retirement or superannuation
of the senior researcher of the same institutions, but have national
or international importance.
(x) To prepare a database of all the research findings institutionwise
and facultywise which may ultimately be taken up the archival cell
for filing of patents for possible cases.
To fulfil the above objectives the Patent Promotion and Archival
Cell of Jadavpur University has organised the following activities
:
A number of Patent Awareness programme & also Workshop on Intellectual
Property Matters for acquainting Faculty Members, Research Scholars
and Students with different aspects of this important branch of
law, which has assumed considerable significance in the present-day
IPR scenario, particularly in the light of TRIP'S obligations.
Patent Promotion and Archival Cell has published Patent Promotion
awareness booklet in four regional languages and in Hindi - our
national language. This is for the first time in India that such
an unique publication of this kind done by any University.
This year Patent Cell has filed five applications and got provisional
approval and few others are under process.
